Message from Patricia D. McDow

            

            We provide you monthly with information that we believe is of interest and of importance to you as Yonkers

            Residents, home owners, drivers, students, drivers, voters, shoppers, parents, consumers, etc. in an attempt

            to keep you informed of the things that are happening in Yonkers, as well as, surrounding areas. 

 

            I also want to keep you to keep you informed about the events and programs and legislation that I introduce

            and/or support, so that you will know and understand what I am doing within the 1st District.

          

            It is important that I provide forums for the Community to voice your concerns and issues; empowerment

            workshops for Women and Minority owned businesses, events to bring consciousness to our heritage; children;

            elders and issues that effect our state of mind, body and spirit.  However, it is equally important for you to share

            and ensure that all programs are well attended, so I encourage you, family and friends to come and support the

            events and share with all those you know that may not love in the community, however, they may benefit from attending.

Amicone Releases FY2011 Budget, Closes $109.5 Million Deficit

Budget includes workforce reductions, cuts to city services and 4% property tax increase

Yonkers Mayor Phil Amicone released his Fiscal Year 2011 budget on Thursday closing a projected deficit of $109.5 million in the coming fiscal year. Due to severe cuts in revenue by New York State and continued local revenue declines based on the recession, the budget will result in projected workforce reductions of 455 Board of Education employees and 233 municipal positions in the city, of which 56 are vacant positions and 177 are layoffs.

In addition, the Executive Budget includes a proposed 4% increase in property taxes. For the average property taxpayer, this would mean an increase of $295 per homeowner.

In total, the City of Yonkers Executive Budget for Fiscal Year 2011 is $889.3 million representing a decrease of 1% below the Fiscal Year 2010 Adopted Budget. Included in the Executive Budget is a municipal operating budget of $409.2 and a $480 million appropriation for the Board of Education.

Operating Budget Highlights

• $889.3 million total budget (1% total decrease below FY2010)
• $409.2 million municipal budget (1% decrease below FY2010)
• $480 million public school budget (1% decrease below FY2010)
• $109.5 million projected budget gap closed
• 177 layoffs and 56 vacant positions for total workforce reduction of 233 positions
• Smallest city workforce since 1997
• Discretionary spending held flat for third consecutive year (after substantial cuts)
• Proposed 4% increase in property taxes (avg. increase of $295 per homeowner)

Due to workforce reductions included in the Executive Budget, the city will not be able to provide services at the same level. The most noticeable impact on city services will be in the areas summarized below.

Service Reductions

• Scaled back garbage pick-up to ONE DAY A WEEK CITYWIDE
• Two fire companies will be closed (to be determined)
• Police reductions in every precinct
• All non-revenue producing parks and recreation programs will be cancelled
• All funding for community based groups (not tied to grants) will be eliminated
• Library system funding and program cuts

EXCEED THEIR CENSUS 2000 MAIL BACK RATES

 

Despite lag, NY metro area improves relative to rest of nation and bests last census’s rates    

 

New York, NY – 2010 Census mail participation rates in eight counties and nine cities, as well as dozens of towns in the New York Region, have matched or even overtaken their Census 2000 final mail back rates, with a few days still left for processing returned 2010 Census forms.   The Census Bureau is glad to announce that the following counties and large municipalities (min. 50,000 population) in the NY Region have matched and/or surpassed their Census 2000 final mail participation rates:

The national mail participation rate as of April 22, 2010 is 71% (Census 2000 – 72%), and the New Jersey rate is 71% (Census 2000 – 73%).

 

The “real time” response rate feedback program, which included the groundbreaking Take 10 map, updated daily on the 2010 Census public website, enabled stakeholders to micro-target outreach activities to the neighborhoods and census tracts with the lowest mail participation rates.

 

During the past month, the Census Bureau New York Regional Office, in partnership with thousands of local partners and elected officials, pushed an aggressive, grassroots community and media outreach program.

These efforts included, but were not limited to, the deployment of Census street teams, promotional vehicles, tabling events, messaging at faith-based sermons, press conferences, biweekly media alerts, email blasts, media interview pitching, targeted media buys, and notably, a coordinated series of 200 rallies, parades and more held on April 10-11 in neighborhoods with the lowest mail participation rates, the “March to the Mailbox” initiative, as well as a micro-targeted “door hanger” canvassing campaign.

 

Households which did not mail back their census forms by April 16 th will likely be visited by census takers beginning May 1. The Census Bureau is urging everyone to open their doors and collaborate with census takers, and ensure their community is accurately counted during the next phase of 2010 Census operations.

 

About the 2010 Census

The 2010 Census is a count of everyone living in the United States and is mandated by the U.S. Constitution to be conducted every 10 years. Census data are used to apportion congressional seats to states; to distribute more than $400 billion in federal funds to local, state, and tribal governments each year; and to make decisions about what community services to provide. The 2010 Census form will be one of the shortest in U.S. history and consists of just 10 questions, taking about 10 minutes to complete. Strict confidentiality laws protect the respondents and the information they provide.

The Third Precinct services the southwest quadrant of the city, bordered by the Bronx on the south, the Yonkers/Nepperhan Ave. /Prospect St. corridor on the north, and situated between the Hudson River on the west and the Saw Mill River Parkway on the east. This section of the city has a very high population density, with approximately one-third of the city’s population (60,000-65,000) living in approximately 17% of the city’s land area. The area is home to many old, established neighborhoods, as well as some of the oldest housing stock in the city, and many of the streets are filled with multi-family dwellings such as tenements and apartment buildings. In one block – Riverdale Avenue between Prospect and Vark Streets – 9 large apartment buildings house approximately 10 % of the precinct’s population (more than 6,000 people). This block also accounts for a large number of our calls for service. The population of the precinct represents a cross section of various races, cultures, ethnicities, and languages from all over the world, and every level of the socio-economic spectrum. The predominant culture is Latino, with most residents from Mexico and Central America. There has also been a long-standing Arabic Community in our precinct that consisted primarily of Jordanian Christians, although the last decade has seen a significant influx of people of Palestinian, Syrian, and Egyptian descent, mostly Islamic. More recent immigrants include a large segment from the countries of western Africa and south central Asia (India, Pakistan, Bangladesh), many of whom have settled in the Riverdale Ave. area. The area is a mix of dense residential and commercial usage, with a very small section of industrial facilities along the Hudson River. The County of Westchester operates a Sewage Treatment Plant in the extreme southwest corner of the precinct. The Metro-North commuter rail line runs through the western edge of the precinct, with one station – Ludlow – within our boundaries. There are 20 parks, 13 schools, 25 churches, 2 synagogues, 4 senior citizen housing units, 5 senior community centers, and one major public housing complex. The Third Precinct Community Council, led by its President, Bob Stauf, meets every third Tuesday of the month at 7:30 PM at the Peter Chema Community Center, adjacent to the precinct at 435 Riverdale Ave.

The Fourth Precinct is located at 53 Shonnard Place and encompasses the northwest quadrant of the city of Yonkers. Located within its boundaries are in excess of 57,000 residents. The precinct’s goal is to provide professional service, reduce crime, foster a high quality of life for its residents, and provide a good working relationship with the community.
Fourth Police Precinct
The Fourth Precinct is divided into six patrol sectors. Supplementing motorized patrol are five regularly staffed foot posts, and three posts patrolled by officers on bicycles. These posts are augmented by the department’s Housing Unit which patrols the city’s housing projects during peak time periods. The three largest housing projects, Emmett Burke Gardens, Cottage Gardens, and the Schlobohm apartments are located within the 4th precinct.

Providing a safe and secure community can be accomplished best when the community is  partnered with the police department. The Yonkers Police Department encourages open dialog with the community we serve. This dialog exchange helps the police department understand your concerns and assist us in deploying our resources to address these issues. It also offers us the opportunity to explain measures we are taking to achieve a safe and secure community. The command staff of the 4th precinct regularly meets members of the Hudson River Community Association, The Lake Ave Merchants Association, and The Yonkers Downtown/Waterfront Business Improvement District. The Fourth Precinct Community Council holds it regularly scheduled monthly meetings on the third Wednesday of each month. Anyone living or working in the area is welcome to attend and discuss policing issues of interest. Mr. Dominic Sacchetti is the president. Other civic groups, tenant associations or neighborhood groups wishing to have a representative from the 4th Precinct attend their meeting and discuss concerns should contact the 4th Precinct at 914-377-7401.

The Institute, presented in partnership with Hofstra University, provides local government officials with the opportunity to engage with experts – and each other – on issues of mutual interest. Panel discussions will include information on municipal shared services and cost savings. I am pleased that Dr. Merryl H. Tisch, Chancellor of the New York State Board of Regents, will join us and present the keynote address.

NEW EXHIBITION OPPORTUNITIES FOR ALL CURRENT BDAA MEMBERS
 
The Hastings Municipal Building will now be available for the display of artwork by Blue Door members. Rotating exhibitions will be organized and installed approximately every three months by an Exhibition Committee. All Blue Door members are invited to participate and can display any works they choose. This is an opportunity to show your work in a non-juried exhibition. Group and solo exhibits are possible.
Please let us know whether you are interested in participating in this exciting opportunity.

We are also happy to announce that we will also be arranging for exhibitions of BDAA members' works in the Yonkers City Hall Council Chamber on a rotating basis. We will let you know the details soon.

"Capturing Memories in Art"
 


Blue Door Gallery, located at 13 Riverdale Avenue in Yonkers, is changing its name to "Community Gallery @ BDG" for Summer 2010. This community exhibition is called TRIBUTE and will feature 2 shows  at the same time at our gallery space under the TRIBUTE umbrella.

This Call For Artists is for one of these two shows: "Capturing Memories In Art". This show will be a tribute to the memories and visual narratives revealed in art about individuals and/or experiences. Artwork will honor a person or life-changing event which influenced the artist. Artists of all media, expressing this theme, are encouraged to apply for participation in this exhibition.

Exhibition dates:
July 10 - August 25, 2010

A hanging fee of $15 for participating artists will apply.

Blue Door Gallery and curators, Luis Perelman and Arlé Sklar-Weinstein, are now planning Blue Door Gallery Exhibition #13, a Fall 2010 display of both two-dimensional and three-dimensional works made from, or including, metal as a primary material. We will be exhibiting the works of up to 20 artists.

Exhibition dates:
September 18 - November 13, 2010

How To Enter:
E-mail as attachments 3 to 5 images (Full views plus detail views) to info@bluedoorgallery.org with files labeled with your Last Name, Title, Size.
FILE SIZE: 4 to 6 inches, long side of work @ 72 dpi. Please write your contact information in the body of the email. Pay processing fee safely online at BLUE DOOR GALLERY PAYMENT LINK at www.bluedoorgallery.org .

You may also send a CD of all images with files labeled with your last name, title, size with a Microsoft Word document containing your contact information. Send materials with processing fee check to:

Blue Door Gallery invited Artist-Curators Arlé Sklar-Weinstein, of Hastings on Hudson, NY and GG Kopilak of Valhalla, NY to design an exhibition for Women's History Month. They arrived at an all inclusive theme called: Women about Woman, A BROAD Introspective Retrospective.

Women's History Month in March celebrates women's significant contributions in all fields of endeavors, including the creative arts.

From an open call to women artists, the curators selected work in a variety of media, addressing a fascinating range of personal issues. While many regional artist studio visits were made to select particular works to create the exhibit's conversation, images arrived from artists in California, Florida, PA, NJ, CT and upstate NY.

The exhibition will represent 20 women artists and will include sculptures, paintings, collages, assemblage with found objects, book art, fiber and mixed media.

Thirty-six artists, living or working in Yonkers, are showing selections of their work in a group exhibition at the Yonkers Riverfront Library as part of Yonkers Arts Fest 2010, starting on May 1. The exhibition was curated by two senior Yonkers artists and BDAA members - Gino Civale and Luis Perelman. the exhibtion will run through August.

Over one hundred visual artists currently live and operate in Yonkers.  The following thirty-six were selected via submission of images and studio visits:

When I said I was planning something audacious for my birthday some people assumed I was going bungee jumping. Sure. Tie a giant rubber band to my legs and push me over a cliff so I can bounce around a few times while my brain gets scrambled. No thank you. I don't get my thrills from office supplies.

But this was a very special birthday (suffice to say it includes a "0"), and I so wanted to make it memorable. I decided to consult a previous list I devised a few years ago and called "40 things to do before I die". Then a movie starring Morgan Freeman and Jack Nicholson gave me a better alternative ... The "Bucket List". That's much much better.

A very good friend shared my desire to make this a special birthday so we did the bucket list inventory: Go to Paris. Done! Learn a new language. Doing it! Take voice lessons. Did it! Get in better shape. Working on it! Exhibit my photos. May 8th, Spring Valley. See below!

"Hidden Treasures" Photo Exhibit to be held in Spring Valley

 
Spring Exhibit 2010The Finkelstein Library located at 34 Chestnut Street in Spring Valley, NY will host a "Hidden Treasures" Photo exhibit from May 8th to June 16th.
Our resident daredevil and amateur photographer Olga Luz Tirado will have some of her own photography on exhibit.

After last month's piece on email marketing we received questions regarding email etiquette and what constitutes abuse. Email marketing etiquette is not only ethical, but it is the law according to the CAN-SPAM Act of 2003 which consists of five main provisions:

- False and misleading header information is banned 
Deceptive subject lines are prohibited
- Opt-out methods must be provided
- Commercial email must be identified as an advertisement
   and it must include the sender's valid physical postal 
   address
-  Receivers must be warned of sexually explicit material

The Yonkers Downtown BID welcomes this replica of the famous sailing ship to the Yonkers Pier this April 30th-May 2nd. Built in 1960 by MGM studios for the film Mutiny on the Bounty, the HMS Bounty has appeared in other Hollywood features including Pirates of the Cariibbean-Dead Man's Chest. 
 
The public is invited to tour the ship from 10 AM -5 PM
April 30th, May 1st and May 2nd.

OUR MISSION

Community Voices Heard (CVH) is an organization of low-income people, predominantly women with experience on welfare, working to build power in New York City and State to improve the lives of our families and communities. We are working to accomplish this through a multi-pronged strategy, including public education, grassroots organizing, leadership development, training low-income people about their rights, political education, civic engagement and direct-action issue campaigns. We are currently working on welfare reform, job creation, public housing and other economic justice issues that affect low-income people, particularly low-income women of color. While we focus on welfare reform, we broadly define welfare activism to be multi-issue, and thus must include issues such as education, training, jobs, housing, economic development and other community issues. We fill a crucial gap in that our organization connects public policy with grassroots organizing and leadership development.

Community Voices Heard subscribes to the following values and principles to help guide us as we move forward in implementing our strategic plan and in expanding our work:

  • CVH believes that membership must have meaningful decision-making and control of the organization and the work we do.
  • CVH believes that base building is the foundation of what we do – we actively work to increase the numbers of low-income people involved in social change.
  • CVH believes that leadership development of community leaders is core to our work.
  • CVH believes that affected constituencies must represent the organization to power and be the key decision makers in the organization.

THE YONKERS CHAPTER

The Yonkers CVH Chapter was started in Spring of 2006 and has since grown to over 2100 members. Members are low-income families and individuals who see their community suffering while the city invests tax money into developments of luxury apartments and stores that most residents can not afford. The Yonkers chapter is in the process of developing a campaign to save public housing and keep Southwest Yonkers affordable so that low-income residents are not displaced.

THE STATEWIDE CENTER OF POWER FOR TENANTS

 

What We Do

Our core program is to help tenants living in affordable housing that is at risk of being converted to market rate or luxury housing take action to preserve the long-term affordability of their homes. We do this by providing the tenants with organizing support, training, and technical assistance. In the past year, we assisted 31 at-risk project-based Section 8 buildings with 4,679 units and 12 at-risk Mitchell-Lama buildings with 7,008 units, and none of these buildings were lost as affordable housing. We typically direct our organizing resources to those buildings that are at greatest risk and that do not have a local community based organization in their neighborhood that can provide them with the support they need.

Recognizing that it is very resource-intensive to preserve affordable housing building by building, and that this approach does not address the root cause of affordable housing loss, we also engage in strategic policy and legislative advocacy at the city, state, and federal level.

In our advocacy work, we are committed to two key principles: 1) policy recommendations should always be linked to needs we have identified through on-the-ground tenant organizing work in at-risk buildings; and 2) the tenants we work with should always play leadership roles in determining and advancing our advocacy agenda.

Additionally, as a statewide organization, we make it a priority to build the capacity of local organizations, whether tenant associations or community-based organizations, to preserve at-risk buildings in their neighborhoods as well as to plan and implement tenant-led campaigns around issues affecting their communities. We do this by providing training workshops, fact sheets, and other educational resources on housing law and policy and on tenants’ rights, and by providing ongoing technical assistance. Also, we try to make connections between groups working on the same or similar issues, and facilitate their communication and collaboration.

Through tenant organizing, education, leadership development, and grassroots mobilization, we are building a strong and unified tenant movement that has the knowledge and power to effect real change.

We are the largest state-wide tenants' rights organization in New York, and we have a thirty year track record of helping tenants become empowered to plan, implement, and win campaigns to defend their homes, communities, and their rights.
